What a Garbage Bin?

Place: Akber Road, near Chikka Market, Mandi Mohalla, Mysore-21
Questions/observations on this picture:
1. Is this the way to place a garbage bin? The bin is occupying half the road and the garbage strewn alround is capable of not only creating unbearable stench but also it is a veritable crucible for spread of epidemics that are causing deceases and deaths.
2. According to residents, the Bin is not lifted on a regular basis thereby forcing people dump their garbage around the bin since it is overflowing. This is not the only bin that is found on the road but there are many such bins in and around Chikka Market Area.
3. Since nobody wants a garbage bin in front of their home or shop, authorities might have been forced to place the bin on the road.
4. Citizens only know how to claim their rights for facilities and amenities because they pay taxes but do not have the sense of responsibility to keep the city clean and a feeling of belonging to the city.
5. They think it is their right to dirty the city forgetting that there are others who have a right to live in a clean city.
6. While authorities appear to have resigned to the irresponsible ways of citizens, they cite such acts as excuses for not rendering proper services.
7. If we can show some concern for the city and its cleanliness, particularly in the old city areas, a lot can be achieved to live in healthy environs.
8. The ball is in the court of Citizens in almost all urban areas in our country.
9. Such placement of bins on the roads is hampering the movement of vehicles and are dangerous spots for accidents.
